The Former President's Woke Warning Misses Europe's Real Threat: Technological Decline.

The recent US security policy document presents a misguided view of the European Union. The document asserts that unrestrained immigration and so-called "woke" agendas represent an grave risk to European civilization. However, this argument rests on a fundamental misreading of the situation. The actual challenge facing the EU is not societal but economic and technological backwardness.

The Stark Growth Divide Separating Europe and the US

The data paint a sobering contrast. From 2008 and 2023, US GDP surged by 87%, compared to a mere thirteen and a half percent growth for the European Union. Over this time, European income per person fell from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than major EU nations like France and Italy.

Today, roughly 50% of the world’s top fifty technology firms are US-based, while a mere four are European.

The Innovation Shortfall: The Core Problem

The growing disparity is driven by stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The scene of global tech dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have grown into companies valued at over ten billion dollars, versus just 14 in Europe.

This disparity prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe stand? Most analysts agree it is largely a contest between two between the US and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of key factors explain this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for funding startups. Europe has yet to establish a genuine unified investment market, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A US startup can launch a product under one set of laws to access a consumer base of over 330 million. The EU, despite a larger population size, is split among twenty-seven different national systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was historically met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these hurdles, there are causes for optimism. Policymakers are increasingly aware of the existential challenge and have started to advance serious reform. Notable reports on EU competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate policies and regulatory reforms, these assets could support much higher levels of commercial innovation.

Europe still possesses significant advantages: high-quality workforce, top-tier education systems, and world-class research institutions. Coupled with a large internal market and substantial household savings, these foundations have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing cutting-edge tech, it can still dramatically boost economic output by implementing and tailoring advancements from other regions.

An Inflection Point

Europe now stands at a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. However, without bold steps to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
